A friend of my aunt's sent out an email about her experiences and what she's heard. To sum, text messaging seems to be working for 504, so if you're looking for info from people who have text-enabled cells in that area code, it's something to try.
Craigslist is filled with people looking for others, or offering their free long-distance to make calls for those who can't.
An exerpt from the email, partially from info from someone she knows in the national guard (I'll say upfront that this is all third and fourth hand, so keep that in mind):
so far, our neighborhoods don't have continued flooding, but the levee breaches are still flowing, and if they can't get those damned they will flood the entire city. the lake is 2 feet higher than the canal, and they can't open the canal to get a barge in to sink into the football sized hole in the levee, and they can't bring machinery from the other side because of the concrete seawall. as of last night, the water is still rising, but they haven't abandoned the city and are still working to get it stopped.
as for nola, there is no water pressure in the city to fight the fires.
there is widespread looting, and they are armed and going house to house, and sometimes setting fires to the places after they have looted them. i don't know the neighborhoods on that, but have also heard from the news that it is mostly businesses. they have declared martial law in the city, have suspended all civil rights, and they have orders to shoot on sight because so many looters are armed and shooting at cops and army/national guard and relief workers.
there is rioting in the superdome, and unconfirmed rumors that there have been shootings and fires in there. orleans parish prison is in riots, and unconfirmed rumors that it has been taken over by the prisoners. i have also heard hostage situation with some of the guards' families who came to weather the storm with them.
apparently the looters have broken into all the drug stores and stolen the all the prescription drugs, and i think they did get into children's hospital (which you may have heard about--100 kids inside and the band of looters outside trying to break through the doors). i won't even go into a tirade right now on the depths to which people will sink.
there is a city wide order for EVERYONE to leave the city, and the only way in or out is i-10 since big parts of the twin spans (from the other side of the city) are missing.
